It is now several months since the House of Lords gave their ruling in favour of the Inland Revenue in the Matrix-Securities case. Yet that case raised a number of fundamental issues about the role and conduct of public officials and government departments which were unresolved by the Lords’ decision. The case also left very considerable doubts about the rights of individual taxpayers, and even about the judicial process itself. © 1994 Taylor & Francis Group, LLC.
