So far, there are no general methods for synthesizing optimal plans for frequency-polarization assignments and the possibilities of using energy in ground stations (GS) of satellite communications and broadcasting systems; in view of this, their planning still use methods of testing different (heuristic) variants. This is a very complex and ineffective course that, in the end, fails to lead to optimal solutions. Nevertheless, not having general solutions is not an impediment to developing specific methods, applicable to various specific problems, which is particularly important in those cases when simple heuristic models fail to yield satisfactory results. To this category also belongs the problem of determining the necessary protection signal-to-noise ratios for the program delivery links in 12-GHz satellite television (TV) broadcasting systems. The authors of this paper propose one way of solving this problem.
