PROPOSAL FOR A NEW PORT GOVERNANCE MODEL FOR BRAZIL

This paper analyses the Brazilian port sector governance model. The study comprised literature review and Delphi method application. Its objective was accomplished resulting a new governance framework proposal applying the port corporatization model; giving back the deliberative role to the Port Authority Administrative Council, its functions reformulation as well as of the National Council of Transport Policy Integration; national port planning decentralization; the existence of only one ministry responsible for all transport modes; the extinction of the state-owned Logistics and Planning Enterprise; the maintenance and reinforcement of the National Agency of Waterway Transport and the Landlord model continuity.
