摘要：
Public policies are determined by different governments occupying power. Thus, the location within the ideological spectrum and influence of the social and economic context emerging public policy and therefore impact on the sector to which they are addressed. The objective of this research is to explore the elements for the analysis of the impact of public policies aimed at university sector, thus, whether the government was able to change a course of action directed towards privatization of the university sector in adoption Colombia and Venezuela between 2000 and 2010.
