The research deals with the concepts of "identity of a person with disability" and "public sphere of disability". Social policy is described as the institution, which produces the identity of people with disabilities both on the level of the state ideology and collective action from below. Public sphere of disability is defined as symbolic space and the process of specific disable identity forming through rational-critical discussion. Concrete empirical examples are used to show that although the processes of identity forming are distorted by manipulative strategies of mass-media representations, the public sphere of disability is becoming more visible, promoting emancipatory interests and positions of people with disabilities.
