摘要
The municipality of Medellin achieved in the period 2001-2007 to consolidate the contents of the Colombian public right related with the justification of administrative and technical bureaucracies that impact in the implementation of government's programs in those that are dominant aspects of institutional invigoration and application of development plans. In this investigation advance we present the investigation categories that allow to understand why in Medellin, in the suitable period, the public administration and the municipal political system are linked with model of administrative centralization and a strong tendency to superimpose political of government on political public and social organizations.
