Competence training to fully exercise citizenship is a duty of Nations seeking to achieve cultural and economic balance. Education and education institutions have a privileged place in decision-making regarding the importance of social life in big cities, hence, determining social organization itself. Technological revolution, with the massification of information and the production of knowledge, demands from all civitas direct participation and the exercise of responsibilities and rights.
