摘要
The MacDougall Report anticipated that regional (fiscal) transfer within Europe would grow as part of European economic and monetary integration. This paper explores the theme of regional transfer by: (1) underlining their continued importance within national economies; (2) developing links to Hirschman's nonmarket forces; (3) indicating form in the context of (a) education, (b) social security, (c) devolution; (4) building bridges to active labour market policy; and (5) providing an explanation of lack of transfer at European level.
