摘要：
Analysis of the Spanish Constitutional Court judgment (STC 32/2011, 03/17/2011) concerning the unconstitutionality of the statutory rule on the waters of the Duero River, and review of the constitutional and political news in the community of Castilla and Leon, with special attention to the main regulatory texts adopted and the activity report of Parliament, Government and other institutions. The main instruments of collaboration signed and the institutional and legal conflicts arising in the reference period are highlighted in the section about controversial issues.
