摘要
The widespread and effective access to Justice and the fulfillment at the Courts of Justice of the fundamental Rights enacted by International Treaties, is a key factor in: social inclusion, the awakening of the citizen's sense of belonging to their Society and State, the adherence to civilian values and participation in the public sphere. The possibilty or impossibility of addressing the Courts of Justice, somehow, conditions the concept of political culture itself, i.e. the sets of values, orientations, attitudes towards the political scenario, in fact, the subjective perceptions in reference to political power shaping a society's institutions and political institutions. The access to Justice of low income people is restricted as the result of the insatisfactory performance of the Judicial Power and the poor's impossibility of finding free legal professional counselling and representation. The aim of the articles is to examine the present status of the issue in the province of Tucuman, drawing on statistical data and my personal experience as lawyer.
