Analysis of the delay and ineffective outputs of the process from a systems and queuing theory approach. A systematic review

摘要
The best scientific evidence on the General Systems Theory (TGS) and Queuing Theory (TC) is systematically identified and examined to study the delay and inefficiency of civil and criminal proceedings. The research uses a qualitative approach methodology, systematic review type, the hermeneutic design and the analytical method, having analyzed the bibliographic articles. The results show that the TGS, through the investigation of the totality, instead of the Cartesian reductionist methodology, will allow the identification of ineffective outputs, allowing the description and explanation of the variables of the totality (judicial burden) Income, Outputs and Pending. Allo-wing to unify categories in civil and criminal processes; as soon as the Queuing Theory will allow us to understand the delay of the processes, it is a model where there is a sequence of elements (files) that arrive at a facility in search of service (judicial decisions), the idea is to balance the cost of providing the service with the value of waiting.
