In this paper, we give effectively computable sufficient conditions for a bilinear homogeneous system on R(n), with 2 inputs, to be stabilizable with bounded controls; we give the explicit design of the feedbacks and an estimate of the convergence speed. If the system is linearly observed, as the feedbacks laws are bounded, it turns out that the system can be stabilized via an observer.
