摘要：

The article analyses the efforts of regional administration and Siberian public organizations on agricultural industry support. The author shows influence of World War I on agriculture and notes positive and negative factors of state interference in the agricultural sphere. The biggest attention is given to the measures on compensation of the labor force deficit.
