摘要：

The problem of by-production rationing of PPP enterprises is analyzed as well as transfer from restrictions related to problem ecological characteristics for PPP enterprises to legalized standards. Taking into account the experience of industrially developed foreign states the main rules are defined to be followed when processing applications and issuing complex permission for nature management for the enterprise.
