摘要
The Clinton human capital agenda focused on efforts to ensure the future strength of America's economy, as well as its democracy, by investing in education and training for the American people. Several pieces of education legislation in support of the president's human capital agenda passed with strong measures of bipartisan support during the 103rd Congress. This paper describes the Clinton human capital agenda, and the legislation it shaped. We focus on K-12 education reforms and the changing federal role in education.
