摘要：

the post-apartheid legal frame has been imposing the conciliation of environmental, social and financial "sustainabilities" for gestion of water. Between 2001 and 2004, Cape Town municipality tried to reach this balance through a tariff tool. It seems therefore that the financial dimension had priority, to the detriment of the environmental and social questions.
