The cosmopolitan aspirations of European citizenship in the light of the Treaty of Lisbon

摘要
The bumpy gestation process of the Lisbon Treaty, which sets out the main points of the European constitution, raises some doubts about the conception of citizenship that are driving the EU institutions. This article will attempt to provide some considerations for thought on this concept of citizenship by reference to the broader ideal of cosmopolitan citizenship. To determine if European citizenship is moving towards this cosmopolitan ideal or not, will consider three main issues: 1) the identity, 2) the link between nationality and citizenship and 3) the mechanisms for citizen participation and guarantees of democratic legitimacy.
