摘要：

We intend to address the current debate about the positive effects of the globalization process in democracy, and specifically on human rights, firstly by a collision and valuation theoretical and academic, then analyzing the Venezuelan reality, in which the progress and progressiveness of human rights in terms of the Bolivarian Constitution of Venezuela in 1999 does not correspond with the stark reality and violation of the rule of law.
