Brazilian state and public policies aimed to special education and inclusive education

摘要
This work aims a brief analysis of the development of public policies for special education and inclusive education and the state's role in this process period from 1988 to 2013. To facilitate this reflection it was decided to divide the text into three parts: the first will present some considerations on the design of State in capitalism; the second analyzes the Brazilian state from the 1990s and the third seeks to capture the development of special and inclusive education through the analysis of documents and legislation. It is observed that the counterparts requested by multilateral organizations to the State have been included on the inclusion of students with "special educational needs" in regular rooms with the consequent cost-effective relation; however, it is necessary to deepen the discussion about the real quality and feedbacks that these arrangements promote, objects that we are going to study in this article.
