摘要：
This writing is part of a larger research project on the role of Human Rights in the Colombian State. After reviewing the efforts at rule-making and internationalization of Human Rights, as well as the challenges it faces in the international arena, this essay analyses the response of the Colombian state since the 1991 Constitution.
