Organizational competence: Know-how and skills in economic development

Developing countries face the problem, illustrated in this paper by Mexico,(1) of making rapid improvements in human capital and organizational capabilities. Although the best companies in Mexico, some of them subsidiaries of foreign-based multinationals now exhibit world-class productivity and quality, competence in technology and management is not widespread. When it comes to technology, the need should be viewed, not in terms of R&D, but in terms of skills and experience in design and development.
