For many years the US government and private organizations have carried out highly structured programs of scientific exchanges with counterpart organizations in Eastern Europe. A careful review of the exchange program between the National Academy of Sciences and the Hungarian Academy of Sciences suggests that this program has been highly successful in promoting significant research, improving scientific techniques, and diffusing research experience. Such contacts should clearly be expanded for scientific and political reasons. But there are questions about how scientific cooperation can be best carried out between the East and West. © 1990.
