摘要：

In Palmas, digital culture is present in government speaches which professes communication and interaction thought digital features. Yet, for the city to get a configuration, first it is necessary to understand the meaning of digital inclusion, existing perspectives, what have been used in current projects, and the coming challenges to deal with. The project "Palmas Virtual" aims to offer resources to shorten digital exclusion. The idea is one of the ways chosen to spread out and share technologiacal means at Community level. The motion is to allow that a greater number of people start to take part in the network in order to shorten the "digital excludes" in the state of Tocantins. This paper aims to describe and analyse the project, going through concepts of cyberculture and information society.
