摘要
The system of urban planning of London has been characterized by a strong participation of the central government in the urban policies. In 2004 a new local development framework to foster citizen's participation was consolidated. The strategies used were: 1) the implementation of E-Planning, 2) community empowerment and 3) the measurement and fostering of social capital. The following article will describe the London's institutional transformation process, furthermore the obstacles of the strategies to foster citizen participation will be described and finally a case study to explain the relation between social capital and the citizen participation in the urban regeneration of London will be presented.
