Two-dimensional and three-dimensional small-angle parabolic equations describing sound propagation in the ocean with currents or in the windy atmosphere are investigated, along with the properties of their solutions. Boundary conditions are formulated. An integral identity is established as an expression of the law of conservation of acoustic energy. A flow reversal theorem is proved, generalizing the reciprocity principle to the case of moving media.
