摘要
Jhon Jairo Zapata Vasco. The education intended for the formation of male and female citizens that the country needs the twenty-first century has gone through different historical moments from the 1991 Constitution, when calling for citizenship participation, education, the right to exercise autonomy, and the defence of Human Rights with a strong recognition of the minorities. Then, in the same decade, the Mission for Science, Education and Development, called "Mission of the Wise Men" leaves us a diagnosis that has not yet overcome the reality of the country and its basic needs with regard to science and new technologies, leaving the need to find an organic union of education at all levels to develop in students a critical and creative thinking that will allow us to look at ourselves and know where we are going. The Decennial Education Plan was also structured, full of good intentions but without a budget. In Colombia, education is considered a pillar for the development of the country, but still we do not know how to get together for participation. We know that it is not only is the responsibility of educators and parents, but also the responsibility of the State, the civil society, the political parties ... so, it is everyone's responsibility to face the new challenges of globalization and the neoliberal governments with their fast moving policies. What to do? How to do it? With whom? These are good questions posed to all male and female citizens.
