摘要：
The education rights implementation is far from being a reality. War conflicts, poverty, genre, cultural opposition and discapacity are very often negative factors for school attendance. Early school drop-outs and illiteracy are obstacles for achieving a universal education. The education rights will be accomplished when everyone at anytime in life can have access and permanence in the school system with both equality and quality. Otherwise education as a tool for humans to progress towards peace, freedom and social justice will be seriously threaten.
