摘要：
The problem about the influence of a point dipole moment on the spectrum and wave functions of electron states in polar molecules of an arbitrary symmetry is solved analytically. The variation of the Rutherford formula for scattering a slow electron on a polar molecule ion is determined. The oscillator forces for the radiative transitions of a Rydberg electron between discrete levels are calculated.
