摘要：

Sustainable recreational-touristic planning proposal for the community La Penuela, located in the Parque Nacional Nevado de Toluca (PNNT), an area with great natural wealth and landscape that has outstanding water resources. Based on a strategic planning model a survey is developed in order to understand market segmentation and the potential supply, profile of visitors, and current community conditions. From this analysis eco- tourism appeared to be the most relevant and suitable development modality. To initiate this, two strategic actions should be undertaken: a) sustainable visitors-recreational products, and b) ordinance and sustainability.
