Evolution of the policy network for innovation in Colombia: the emerging phenomenon of the formation of government networks through the analysis of social networks (Twitter)

This document presents the analysis in Colombia, the network policy that has been set up in the field of innovation from the networks formed by the members of the Advisory Council on Science, Technology and Innovation that sets the Law 1286 of 2009; the National Commission of Competitiveness and Innovation in the Decree 1500 of 2012 and the representatives of the OCAD (collegiate body of management and decision of the National System of Royalties) in the framework of the Law 1530 of 2012. To realize the above mentioned analysis, there was selected the social network Twitter during the period 2011 - 2014, which for his nature and the context of the interactions that they present in the above mentioned network, allows to observe the spirit of the conformation of networks of governance highly influenced by the possibility of participation of horizontal character, which ensues from special interest of the scientific community in the frame of the contributions that the new technologies towards the achievement of the goals of the good governance.
