摘要
This article studies the planning activities carried out by the Spanish Education Authorities over the years for the introduction of secondary education through high-schools. Initially, the analysis of the first such model, established upon the creation of the national education system in the decade of 1830, can confirm that it hardly suffered any modifications until the decade of 1910, so it can be concluded that in those years practically no planning tasks were carried out. Next, the actions and planning mechanisms undertaken under the dictatorship of Primo de Rivera and later under the Second Spanish Republic, are identified, together with their consequences on the growth of the highschool network and on the education rates.
