LEGISLATION FRAMEWORK AND PLANNING - BIRMINGHAM, UK - CASE-STUDY

This paper is about the impact of planning legislation on major projects (on the use of planning to resolve economic and environmental conflicts) and questions whether there is a better way of dealing with change than the planning inquiry process. I will answer these questions by referring to my work in the City of Birmingham, England, where for 16 yrs, first at City Planning Officer and then Director of Development, I promoted a program taking the city into the next century and beyond.
