The providing of e-services by administrations throughout the European Union constitutes a necessary element for both the realisation of communitary policies and the existence of a European space of security, justice and freedom. Therefore, over the last ten years, the European Union has been promoting different programmes aimed at facilitating the exchange of information among the public administrations of the member States. This article describes the IDABC programme which is currently in force, aimed at identifying, promoting and developing pan-European e-administration services for citizens, companies and administrations (projects of common interest), as well as the necessary infrastructures and services (horizontal measures).
