Power Networks of Social Policy for the Elderly: Colombia 2000-2009

摘要
In the nineties Colombia reformed its pension system and introduced the individual saving fund. The economic globalization argument quite didn't explain how different sources of power were organized. We can ask, it's necessary to know what are the sources of power and how are they organized? A case study design was done, reviewing 78 legal projects of Colombian Congress during 2000-2009. The results described a structural government, government coalition, economic network and inquired about fiscal sustainability and old age worthy of poverty. The State achieves the objectives in The Social Policy for the elderly through a structural power that articulates the economic-ideological network and penetrates the life of the population.
