GENERATING-SYSTEM OPERATING HEALTH ANALYSIS CONSIDERING STANDBY UNITS, INTERRUPTIBLE LOAD AND POSTPONABLE OUTAGES

摘要
This paper describes a probabilistic method for evaluating the effect on generating system operating health of stand-by units, interruptible load and postponable outages. The system performance is identified as being healthy, marginal or at risk based on the accepted deterministic criteria. Generating units are committed to the system at a particular load level to satisfy either a specified risk or an acceptable system health probability or both. Unit commitment based on these criteria should alleviate some of the difficulty encountered in interpreting a single risk index and provide useful and comprehensive information for the system operator. This procedure is illustrated by application to the IEEE Reliability Test System (IEEE-RTS).
