摘要
The recent protests rise with all power throught the world, including Brazil, to require public policies that effectively bring benefits to all the people and not to a minority. The political turmoil experienced around the world is fueled by the growth of the expectations of people in relation to the ability of governments to answer them. These movements have been discussed under the individual's right to freedom, especially the freedom of speech, which implicitly guarantees the right to protest. The freedom is inherent human right, as its sole titular and must be protected and safeguarded by the State. In complex societies as those of today, one cannot dispense the actions of the State, because by the end of the market economy, began a new era of unprecedented freedom, which should be preserved. This article develop in the sense through the state regulation, is possible to achieve freedom for all and not just for some, making wider legal and real freedom.
