This study presents part of the search results developed in the Vale do Paraiba in his sentence Paulista, focusing on the relationship between the institutionalization of the Municipal Councils of Social Assistance in the region and political culture. The research is aimed to understand the advent of the Organic Law for Social Assistance-LOAS councils and the creation of management favored the breaking of political practices Conservative or if such practices are updated only at the level of speech, without, however, effectively incorporate the prospect democratic - participation and sharing of power. The existence of the councils requires a new type of relationship between the state and civil society based on the principles of participatory democracy in which individuals, segments and social movements, occupy public spaces, to exercise the right of the deliberation of social control. The boards are listed as a tool for civil society participation, for the vocalization of demands and needs. In order to achieve the objectives proposed in the search, adopted to qualitative approach, through case study, because it is a technique that allows a perspective look at the phenomena of all, in which political, cultural, economic and if social inter-relate. The research examined the speech of twelve (12) municipal councillors, four (04) counties, divided into two groups: 02 large municipalities - Sao Jose dos Campos and Jacarei and 02 of small-Lorena and Sao Luiz do Paraitinga. As a result of the research identified that the practice councilist is faced with many obstacles, especially from cultural order, or for the advice achieve political status defined in law, we must overcome the "peculiar way" of doing politics in Brazil, so that goes back to the history of the country.
