摘要
This article addresses the need to revive industrial growth in the context of a global industrial environment in which competitive pressures are not only growing but are also changing in nature. Four linked objectives are identified - raising productivity, creating employment, reviving investment and improving trade performance. Meeting these objectives will require a change in strategic focus which will require industry to move up the value chain, to reduce the cost of its output, to target the determinants of competitive production and to redistribute income and power relations. Industrial policies are identified to assist this strategic restructuring by enabling markets to function more effectively and to build industrial capabilities in part through a process of institution building. The key roles of industrial relations and tripartite negotiations are identified as part of this process of institutional development.
