摘要：

Decentralization has swept across the developing world over the past 30 years, but is faulted by some for increasing subnational government corruption. There is no empirical basis for such an argument-at least not yet. This article proposes a comprehensive framework for measuring subnational corruption by assessing, across nine components, government vulnerability to corrupt practices.
