摘要：
This paper identifies the objectives, and traces the development, of housing improvement policy in Britain. It assesses how far objectives have been met, the efficacy of measures adopted to secure them, and the distributive impact of policy on groups in the housing market. It concludes by placing this evaluation within the broader context of policy development within central and local government. Refs.
