摘要：

A modified version of the Orwell protocol is presented, While the presented method preserves all the basic features, it introduces the concept of the SURPLUS cell. These surplus cells enhance the performance of the network for class-2 traffic as well as those of the enhancement data in two-layer coded video by reducing the queuing delays. It is shown that the new method improves delay characteristics of the real-time services under mid-to-high traffic loads.
