摘要
It is difficult to perform a cost-benefit analysis of different regulatory and economic instruments to combat transport-related air pollution since the relationships between emissions, pollutant concentrations and health and welfare effects is subject to lack of information and uncertainty. Alternatively, cost-effectiveness is used to select measures that achieve a predetermined level of air quality at the least possible cost. This paper discusses regulations and economic incentives to reduce automotive emissions in a cost-effective manner. The example of Mexico City is chosen to illustrate the interdependence amongst policy instruments.
