Reorganization of Public Administration in Turkey and Public Libraries

In this study, reflections of the reorganization of Turkish public administration to the public libraries is evaluated. For this purpose, related laws such as, "The Law About the Basic Principles and Reorganization of the Public Administration", "Municipality Law", "Local Authority Law" and "Metropolitian Municipality Law" issued by Turkish Parliament in 2004 were reviewed. These laws which transfer the public library services from the central government to the local governments include some fundamental principles which can be used as a base for the reorganization process. However, in order to achieve the transformation of public library system succesfully, the laws should be supported with the new legal regulations. Furthermore, there are some precautions which should be taken before the transformation process. Transformation of public library services without a well prepared infurstructure will result serious problems.
