This article present some reflections and proposals about the contemporary social movements, especially the homeless, with respect, especially, their role in building cities in the promotion of social and territorial justice is a priority, analyzing the nature of their struggles for public housing policies, promoting democratization, as well the access and the use of urban space based on the Statute of the City. For this, we analyze a project to build housing through self-management on the outskirts of Recife, triggered by the action of a movement for urban reform and housing, the Movimento de Lutas nos Bairros, Vilas e Favelas (MLB).
