The first phase of the Borexino experiment is a Counting Test Facility (CTF) being set up in the Hall C of LNGS. It consists of approximately 4 tons of liquid scintillator shielded by 1000 tons of high-purity water and viewed by 100 photomultipliers. The design performance of the CTF and their relevance to Borexino are discussed.
