DISPLACEMENT IN COLOMBIA; AN EVIL, A STATE OF UNCONSTITUTIONAL THINGS

As a contribution to the academy and to facilitate the study on the forced displacement, this article develops a pedagogical shift a look at both the international and local levels. Exposes regulatory developments and government policies designed to address this problem, showing how these policies were structured from the guidelines of international institutions like the United Nations and from the rigor of international humanitarian law - IHL. The article takes as a benchmark the judgment of 22 January 2004 of the Colombian Constitutional Court, which was a landmark address this scourge in the country to declare the "state of unconstitutional things".
