摘要
Recently the United Nations (UN) declared the Internet access a human right. Besides that ordinary people do not know this important fact, there are many conflicting positions that have emerged against that statement. In favor of the human right to the internet, it is possible to argue that the technology nowadays is more than ever a factor of power, the information and the knowledge have always been, as far as there is a digitally discrimination, there is also discrimination in other aspects as social, cultural or economical. The present article aims to discuss the issue for the understanding of its meaning, relevance, scope and difficulties of its application, from a systemic and critical approach in national and global context.
