As a part of the investigation "Status and prospective of adaptation and mitigation of potential impact of climate change in different regions of Colombia", developed by the Research Group of the Centre for Research in Environment and Sustainable Development, Sustainable Development Master Environment, School of Accounting, Economics and Management at the University of Manizales, this article builds, focused on the analysis and interpretation of the category of vulnerability, based on quantitative and qualitative information collected through surveys, interviews and focus groups. In general, secondary information was collected from the Departments Atlantic Colombian Coast (La Guajira, Magdalena, Atlantico, Bolivar, Cesar, Sucre and Cordoba the geographic, socio-economic, political - institutional, cultural and environmental issues, as input to generate information System (GIS) as well as data collection instruments consisting primary semistructured interviews of public and private entities interference in decision-making of local authorities on climate change. Likewise focus groups were conducted with vulnerable communities and institutions to know their options for adaptation, mitigation and vulnerability to climate phenomenon.
