A Way Forward ? - Second response to Podger's model health system for Australia

The need to ensure that an already good health system by international standards is better positioned to facilitate and/or to provide the best possible services to a population with increasing levels of chronic disease and subpopulations where ill health continues at unacceptable levels has never been greater. Podger has made the right 'diagnosis' - but is his 'treatment plan' achievable? Is there another way forward? An approach which gives ownership of the 'solution' to the states and territories as well as the Commonwealth is needed.
