Education and experience of countries is a constant search in each country given the importance it has in democratic States for the strengthening of their institutional operation and for the achievement of the individuals' human development. Based on the experience of working with 294 families participating in the Families' in Action Program in the Municipality of Manizales (Caldas, Colombia), this article constitutes a critical reflection exercise about the educational process carried out with beneficiary families of the program, referred to the duties and rights as a fundamental strategy to overcome the displacement situation in which they are. The reflection leads to highlight how in the framework of a social policy program created to contribute in the overcoming of vulnerable population's poverty - as they are the families in displacement situation-some actions can be generated that allow the restitution of rights as long as they are assumed as a living condition. Similarly, it leads to rescue the meaning and significance that those family groups constitute about duties, rights and the conception of citizenship from which they demand the guarantee and exercise of rights and the unresolved challenges from the institutions in order to advance in the achievement of a complete citizenship.
